Why WhatsApp matters so much here
In the UAE, WhatsApp is often where the real sales conversation happens. A customer sees an advert, checks your Instagram and then messages you to ask the price, the size, the delivery time or whether you are open.
That makes it different from most marketing channels. It is personal, it sits next to messages from family and friends, and people expect a human answer. In a market that runs on trust, that is a great opportunity, and an easy one to waste.
WhatsApp marketing works when it feels like good customer service, not advertising.
Business app or Business Platform?
The free WhatsApp Business app suits a small team handling conversations by hand. It gives you a business profile, a product catalogue, quick replies and labels for sorting customers.
The WhatsApp Business Platform, usually accessed through an approved provider, suits businesses that need several team members on one number, automation, or connections to a CRM or online store. It takes more setup and has per-message costs for messages you start, so move up when your volume justifies it, not because it sounds more advanced.
Start with permission
WhatsApp's own Business Messaging Policy is clear. You may only contact people who have given you their number and have agreed to receive messages from you. You must also respect every request to stop, whether it reaches you on WhatsApp or anywhere else.
Good places to ask for permission include your website forms, your checkout, your store counter and your adverts. Say plainly what people will receive and how often. A tick box that reads "Send me offers and order updates on WhatsApp" is far better than quietly adding every customer to a list.
Never buy a contact list or message numbers scraped from the internet. Beyond the rules, people who did not ask to hear from you will block or report you, and WhatsApp can limit or remove a business's access when it receives significant negative feedback.
The UAE rules to keep in mind
The UAE tightened its telemarketing rules through Cabinet Resolutions No. 56 and No. 57 of 2024, in force since 27 August 2024. They limit marketing calls to between 9am and 6pm, stop you calling numbers on the Do Not Call Register, and carry fines of up to AED 150,000.
Those rules are mainly discussed in terms of phone calls, and how they apply to a particular WhatsApp campaign is a question for your legal adviser. The UAE also has a federal personal data protection law. The safe working habit is simple: get clear consent, keep a record of it, and message at sensible hours.
Fix your replies before you send anything
The most profitable WhatsApp work is often not a campaign. It is answering the people who already messaged you.
Decide who owns the inbox, what the opening hours are and how fast you will reply. Prepare quick replies for common questions, but keep them human. Set an automatic message for closed hours that says when someone will respond. If a customer writes in Arabic, have someone who can answer properly in Arabic.
An advert that sends people to an unanswered WhatsApp is money spent on disappointing them.
What to send, and what not to send
Useful messages earn their place: order and delivery updates, appointment reminders, restocks of something a customer asked about, a genuine offer for people who buy that product, and a thank you after a purchase.
Avoid daily promotions, long text blocks, the same message to everyone and anything you would not say to a customer in your shop. Group customers by what they bought or asked about, use their name only when you are sure it is right, and give every campaign one clear next step.
Plan around the UAE calendar as well. Ramadan, Eid, White Friday and the Dubai Shopping Festival can all justify a message, provided it is relevant to the person receiving it.
Broadcasts and costs on the Platform
On the WhatsApp Business Platform, you can only start a conversation with an approved message template. Normal free-form replies are limited to the 24-hour window after a customer last messaged you.
Meta charges per template message, and the rate depends on the template category, the recipient's country and your volume. Marketing templates cost more than utility templates, such as order updates. Check the current rates for the UAE before you budget, because they do change.
Sending less often is usually cheaper and better for your results. Every unwanted message risks a block, and blocks can limit how many messages you are allowed to send.
Connect WhatsApp to the rest of your marketing
Add a WhatsApp button to your website and your product pages, and use click-to-WhatsApp adverts on Instagram and Facebook where a conversation suits the purchase. A distinct pre-filled message for each advert or page helps you see which one brought the enquiry.
Treat your team's conversations as market research too. The questions people ask on WhatsApp should shape your product pages, your adverts and your next round of content.
What to measure
Track the enquiries you receive, how fast you reply, how many conversations become sales, the revenue they bring and how many customers come back. For broadcasts, watch replies, sales, opt-outs and blocks.
A message read by thousands means little if nobody buys and many leave. A smaller list that trusts you is worth more than a large one that ignores you.
Frequently asked questions
Is WhatsApp marketing allowed in the UAE? WhatsApp can be used for business, but you need people's opt-in under WhatsApp's own policy and you should follow UAE consumer, telemarketing and data protection rules. For a specific campaign, take legal advice.
Can I send bulk WhatsApp messages to customers? Only to people who agreed to hear from you, and on the Business Platform only through approved templates. Unofficial bulk-sending tools put your number at risk.
How often should a business send WhatsApp marketing messages? There is no fixed number. Send only when you have something useful for that group of customers, and watch opt-outs and blocks. If they rise, send less.
Should I use the WhatsApp Business app or the Platform? Start with the app if a small team can manage conversations by hand. Move to the Platform when you need several users, automation or connections to your other systems.
How much does WhatsApp marketing cost? The Business app is free. On the Platform, Meta charges per template message and rates vary by category, country and volume, and a provider may add its own fee. Check current rates before you plan.
